Finland: New logo for package travel

The Finnish Consumer Agency will launch a logo to be used on package travel documents and advertisements. The logo was designed closely with the travel industry in Finland and we hope it will be used on most of the package travels sold in Finland starting from this year. The logo should make it easier for traveler to know which packages are sold as package travels and which are not.

The logo will be revealed at the Travel fare 2010 which will start on the 21st of January. With the logo the Consumer Agency will also promote the new tour organizer registry which you will find at www.valmismatka.fi (=package travel). The site will also open on the 21st. Trade mark registration is pending for the logo.

European Union: Regulation on travelling with pets

On 16 June the European Commission adopted a proposal according to which transitional animal health requirements applicable to the movement of pet animals travelling with their owners to Finland, Ireland, Malta, Sweden and the United Kingdom are to be extended until 31 December 2011. The proposal will be discussed by the European Parliament and the Council, with a view to formal adoption through the co-decision procedure.

In accordance with the current rules laid down in Regulation (EC) 998/2003 (known as the "Pet Regulation"), pet dogs, cats and ferrets travelling with their owner for non-commercial movements to another Member State must be accompanied by a passport or, when imported from a third country, by a certificate providing proof of a valid anti-rabies vaccination.

The Regulation also grants a transitional period expiring 30 June 2010 to Finland, Ireland, Malta, Sweden and the United Kingdom to make the entry of pet animals into their territory subject to compliance with certain additional requirements in relation with rabies, the tapeworm Echinococcus multilocularis or ticks (the "transitional regime").

The Commission considers that the conditions for moving to a fully harmonised set of rules throughout the EU that would avoid unnecessary burden for travellers are almost entirely fulfilled.

"VAT: Commission takes steps against 8 Member States as regards the application of the travel agents' scheme"

As just stated by the EU Press Room, "The European Commission has formally requested Poland, the Netherlands, Portugal, France, Italy, Finland, Greece and the Czech Republic to amend their legislation with regard to the application of the special VAT 'margin' scheme for travel agents. The request is in the form of a reasoned opinion which is the second stage of the infringement proceedings provided for in Article 226 of the Treaty. If these Member States fail to comply with the reasoned opinion within two months, the Commission may refer the matter to the Court of Justice of the European Communities."

EU Commission Approves Passenger Vessel Subsidy

The Commission has approved a Finnish scheme providing a subsidy to passenger vessels. This permits a 97% reduction of withholding tax on the marine work income of European seafarers working on board Finnish passenger vessels. This allows Finland to align with similar measure in neighbouring countries.
